Evidence in context: expanding the dialogue

September 15-17, 2020

In September 2020, the Chief Scientist of Québec will host INGSA2020 — Evidence in Context: Expanding the Dialogue, the 4th International Conference on Science Advice to Government, with the support of the Chief Science Advisor of Canada. The conference will take place at the Palais des congrès de Montréal, Québec, Canada.

The great societal, technological, and political challenges facing humanity are all keenly expressed at the intersection of science and policy. Whether it is fake news, post-trust, the threat to the global commons, digital wellbeing, inequality, or any number of parallel issues facing citizens and governments, the need for robust mechanisms for evidence-informed policy has never been more serious, be it at a local, national or international level.

The conference theme, Evidence in Context: Expanding the Dialogue, is driven by the need for a deeper understanding of the contextualized and constructed nature of evidence, the multilayered challenges facing expertise, and the need to understand and integrate different types of knowledge.

INGSA2020 will bring together more than 600 stakeholders from across academia, policymaking, diplomacy, and the private sector to comprehensively examine the role and function of science-to-policy mechanisms at, and between, all levels of government.

The International Network for Government Science Advice (INGSA) is a unique forum that brings together a world of perspective from the Global North and South, from across the natural and social sciences, and across science and policymaking. INGSA2020 will be a critical meeting point to interrogate how evidence can influence public policy in an increasingly complex world.

For the first time, INGSA2020 will also encompass a 2-day academic conference and will be opening a call for abstracts during the winter 2020.

Message from the Chief Scientist

In September 2020, I will have the pleasure of hosting the 4th International Conference on Science Advice to Government, INGSA 2020 — Evidence in context: expanding the dialogue. The conference, with the support of the Chief Science Advisor of Canada, Mona Nemer, will take place at the Palais des congrès de Montréal, Québec, Canada.

More than 600 people from around the world will attend this international conference, which will bring together political representatives, diplomats and government science advisors to promote the role of scientific expertise and evidence in informing policy decisions in an increasingly complex world.

The theme of INGSA 2020 is Evidence in context: expanding the dialogue. The conference will examine the complex interactions between scientists, public policy and diplomatic relations at local, national and international levels.

INGSA 2020 will be an opportunity to continue discussions on the United Nations sustainable development goals, the role of cities and municipalities in the appropriation and implementation of evidence and research, the importance of open science and access to data, and finally, the issues raised by disruptive technologies, whether in the digital realm or artificial intelligence.

I invite political and government circles, academics, community leaders and NGO and private sector representatives to take part in INGSA 2020.

INGSA 2020 will also host a 1-day academic conference. A call for abstracts will be launched during the winter of 2020.

Rémi Quirion
Chief Scientist of Québec
